If I'm 115lbs 5'4, and I want to lose fat off my thighs and stomach without losing muscle, because it was so hard to get it there? How to do this?

Try eating less meat/dairy, a superior source of protein is beans/soy, plus you don't get all the fat. You will keep your lean muscle but lose the fat.
