i might of touched some of my brothers blood that was coming out of his scab on his foot. hes does not have hiv or aids. can i get aids or hiv from that?

You can only get HIV if your blood becomes contaminated with the blood (or other secretions, like semen) of someone who is infected.
Merely touching infected blood won’t get you infected. However, if you’ve a cut or something on your hand where you touch the blood, it's possible it could enter through the cut.
And…of course, you can't get HIV from someone who isn't infected with it…:/

You can only get HIV or AIDS if the persons blood you touched is infected with those Diseases AND if it enters your blood stream (through an open cut, eyes, mouth, nose, hang nail) that type of thing. If he’s disease free you cannot contract anything - but be careful when touching anyones blood.

Even if he’d HIV you still wouldn't catch it from that. HIV virus dies almost instantly after leaving the human body, plus his blood would have to get blended with your blood.
